Officer Reports 7/8/24 to 7/14/24

7/8…3:06 pm…Zone 7…Lake Ave and Briarwood Place: Received a call from a member about two suspicious males walking west on Lake Ave. Described as a BM and a HM/Asian male, no further description. BIS officer arrived at 3:11 pm, checked numerous streets in the area for the two males. At 3:22 pm the BIS Officer found both males sitting at the bus stop on Lake Circle. Officer monitored the subject but made no contact.  Officer cleared at 3:24 pm. Checked back at 3:40 pm and both males had left the area.

 

7/9…10:25 pm…Zone 9…Old Stage Road: Received a call from a non-member, no name or address given, about fireworks being set off at the top of Old Stage Road.  Since this incidence is considered a fire hazard and required investigation, the BIS officer drove Old Stage Road to the boundary of BIS (and City) where the gravel road begins but did not observe any vehicles or individuals in the area. No fireworks seen or heard. Officer clear 10:40 pm.

 

7/10…3:25 pm…Zone 2…Fifth Street: Received a call from a BIS member concerning a suspicious vehicle in their driveway. The vehicle pulled into the driveway at 3:05 pm, driver honked the horn and sat for a few minutes before driving away. The truck was described as a white two door truck with “sporty looking wheels” with what appeared to be landscaping tools and a yellow pole in the truck bed. The BIS officer arrived at 3:26 pm, truck was not seen in the area. Officer cleared the call at 3:28 pm.

 

7/10…3:30 pm…Zone 1…Elm Ave and Third Street: BIS officer observed a white truck matching the description of the call on Fifth Street. White two door GMC Sierra with Texas plates, occupied by two males. The vehicle was seen driving south on Third Street slowing down in front of several houses. The driver turned west on Lake Ave to Second Street driving south. Driver again slowed down in front of a house and the passenger was seen taking a picture. The driver made a quick last-minute turn onto Broadmoor Ave proceeding to Carriage Manor Point. Contact was made by the officer as the driver was at a dead-end street. The driver was a thin WM or HM with black hair wearing a light blue t-shirt, ripped jean shorts with a large gold cross and chain around his neck. Passenger was a heavy-set WM with curly blonde hair, wearing a pink t-shirt, had an ace bandage around his right knee. Both appeared to be 18-21 years old.

Both males were acting nervous, avoiding eye contact, quick speech and shaky hands. Both gave contradicting stories when asked what they were doing in the area, from cleaning driveways to sealing driveways. After talking to the males and logging down the information the driver left the area quickly going east on Lake Ave. CSPD was called and given the information.  CSPD stated they would air the information to officers. BIS Officer cleared from the incident at 3:50 pm.


7/11…8:30 am…Zone 8…Marland Road South: Received a call from a BIS member about a suspicious male trespassing on their property. Male was described as a male in his 30s, approximately 5”9” tall, wearing ragged clothing. Member stated he yelled at the male that he was trespassing and needed to leave. Male proceeded to walk further onto the member's property into a brushy, scrub oak area and out of sight. BIS officer arrived at 8:40 am, contacted a worker at the house and began checking the area where the suspicious male was last seen. Nothing appeared disturbed or damaged on the property. No contact with the suspicious person was initially made but the BIS Officer began checking the surrounding roads and area further and saw a male matching the description riding a bicycle out of the area - on Marland Road South going east. BIS member was contacted by Officer and informed the male had left the area. Officer monitored the suspicious male until he appeared he was leaving the BIS area completely on the bicycle eastbound. Officer cleared the call at 9:03 am.

 

7/11…1:52 pm…Zone 8…Marland Road: Received a call from a member regarding the construction on Marland Road. The member expressed concerns about the need for flaggers to direct traffic. The BIS Officer responded and spoke to one of the workers who stated they were contracted through the City of Co Springs and were not required to have flaggers since the road is not painted with lane markings. BIS member was called back and provided this information. BIS Officer cleared at 1:55 pm.

 

7/11…3:31 pm…Zone 4…Lake Ave and Highway 115: Received a call from a BIS member about a fire on the corner of Lake Ave and Highway 115. Received two more calls from members as well. BIS Officer notified Broadmoor Fire who advised CSFD had jurisdiction and was responding. CSFD was notified while the BIS Officer was en-route.  The BIS Officer arrived at 3:37 pm.  CSFD arrived at 3:38 pm and extinguished the fire, CSFD called CSPD for traffic control. The BIS Officer assisted with traffic control until CSPD arrived. The BIS officer cleared at 3:52 pm.

 

7/12…8:50 pm…Zone 4…Haney Road: Received a call from a member stating the house across the street and to the west was fully engulfed in flames. Member had called 911 and was put on hold, then called Broadmoor Fire Department giving them the address and information. BIS officer arrived at 8:55 pm, one unit from CSFD on scene. Residents of the house were safe at a neighbor’s house. The BIS officer began directing traffic at Lake Ave and Strickler Road. Four more fire trucks arrived in the next few minutes, CSPD arrived at 9:13 pm and relieved the BIS officer. The BIS Officer cleared the call at 9:14 pm.

 

7/13…9:15 pm…Zone 8…Northgate Road: Received a call from a non-member stating she saw a car parked on Northgate Road with a male passed out or sleeping behind the wheel with the vehicle running and the door open. The BIS officer arrived at 9:18 pm and found a blue Ford Edge with Oregon plates, just south of Pourtales Road on Northgate Road, parked in the middle of the street. The vehicle was running with the driver’s door open, occupied by a WM, 30s, wearing tan shorts, grey t-shirt, black ballcap with black hair and a full beard. BIS Officer attempted to wake the male but was unsuccessful, male was breathing normally and did not appear to be in distress. The officer called the non-emergency number for CSPD and after being on hold for almost 30 minutes, called Broadmoor Fire Department requesting a medical check on the male at 9:48 pm. Broadmoor Fire arrived at 9:56 pm, who was able to awaken the male. Male/driver demonstrated slurred speech coupled with the odor of alcohol on his breath. Broadmoor Fire checked the males’ vitals and requested CSPD through CSFD dispatch for a suspected DUI. CSPD arrived at 10:22 pm and incident command was turned over to them. BIS Officer and Broadmoor Fire cleared at 10:30 pm.
